Three of the four ministers inducted in the KP Sharma Oli Cabinet signed on decisions immediately after assuming office on Monday but Industry, Commerce and Supplies Minister Matrika Yadav refused to sign on any file without studying it.
There is practice of newly appointed ministers signing the proposals prepared by the secretary on good faith immediately after assuming office.
Minister Yadav accepted the file about action plan for minimizing trade deficit only after secretaries briefed him at nine Tuesday morning, according to Secretary Yam Kumari Khatiwada who was with the Industry Ministry before the ministries were merged for the first federal government after the recent election.
The file will be taken to the Cabinet once the minister endorses the action plan that mentions what the government bodies need to do to cut trade deficit.
Secretary Chandra Kumar Ghimire said Minister Yadav did not sign the file immediately as he wanted to be clear about the technical jargon used in the proposal first. "Minister Yadav wanted to be clear as the proposal included technical issues. He has accepted the file today after we briefed him everything."
