Reform plan of Ministry of Women, Children and Social Welfare launched
The Ministry of Women, Children and Social Welfare has unveiled its legal, policy, institutional and organizational reform plan and program here Friday.
Minister for Women, Children and Social Welfare Asha Koirala launched the 37-point reform plan and program at a press conference.
On the occasion, Koirala said that laws would be amended to ensure the special rights regarding education, health, employment and social security as per the article 38 (e) of the constitution and to provide compensation to the survivors of violence against women by bringing all types of violence against women under the legal purview in accordance with the article 38 (c) of the Constitution of Nepal.
She also said the Ministry will soon introduce a policy against child abuse to protect the children from mental and physical harm and policy against corporal punishment given to children in the name of disciplining them.
"The ministry is to open at least one well-facilitated shelter for the older people in all the seven provinces and give emphasis to the construction of disabled-friendly structures while constructing public buildings," the Minister said, adding that feasibility study would be carried out for setting up rehabilitation centres for people with category 'A' and 'B' disabilities.
Similarly, the ministry was going to run a special program for people who are physically and mentally fully incapacitated or for those needing special care.
It is also stated in the reform program that the 'no child marriage campaign' would be extended country-wide, and repealing such marriages by bringing to book both parties involved in arranging child marriages and polygamous marriages.
The reforms plan has aimed at extending the 'Toll free telephone call-104' in each districts by managing the rehabilitation for street children in Pokhara, Bharatpur, Biratnagar and Butwal.
Similarly, the plan has aimed at developing a mechanism to controlling witchery malpractice, dowry system, human trafficking among others
Similarly restoration mechanism will be developed to such victims. The reforms plan further expects to bring an effective program to end Chahupadi practices, end unequal payments for same jobs and scrap the different centres opened for elderly people, children and other vulnerable people if they were fount not meeting the requirements.
Secretary at the Ministry Khagraj Baral shared that about Rs 40 billion received from foreign countries for NGOs will be utilized for the public welfare sectors. RSS
